Provides CJAD core standard level supervision to clients who have been placed on community supervision by the courts, enforces conditions of community supervision, and monitors all aspects of casework related to the conditions of community supervision. Conducts initial and subsequent interviews with clients to assist in sentencing, explains conditions of community supervision, and assists clients in meeting terms of community supervision. Works under close supervision and has limited latitude for the use of initiative and independent judgment. Counselor will conduct and/or review all assessments and develop a treatment plan based on the results of the assessments for each assigned resident. Adhere to treatment standards established by TDCJ, TDCJ-CJAD and CCF. Facilitate group process according to the Criminal Conduct and Substance Abuse Treatment curriculum and program schedule. Provide individual counseling as outlined in the Substance Abuse Standards and on an as-needed basis. Respond to resident crisis and emergency situations whenever called upon. Work closely with the supervision officers, the education specialist, and other staff members in the treatment of the residents. Prepare for and participate in the Team Staffing Process. Will be required to counsel residents in mental health areas as they relate to chemical dependency if those areas indicate counseling is needed. Assist in the reintegration process by identifying support systems available to the resident upon completion of the program. When directed by the Senior Counselor or Facility Director, facilitate 12 Step Meetings.

The Contract Monitor/Operations Monitor performs highly advanced (senior-level) consultative services and technical assistance work involving planning, developing and monitoring contract facilities and sex offender treatment programs for the Texas Civil Commitment Office. Provides training, consultative and technical assistance to agency management, agency staff, governmental agencies, community organizations, law enforcement, contractor staff, or the general public. Trains, leads and/or prioritizes the workload of others when making assignments and conducting compliance reviews. Responsible for developing, evaluating, and monitoring a broad range of contracts for the purchase of services and residential beds. Monitors contract facilities to include analyzing operations, observing activities, making on-site visits and examining records. Monitoring of contracts includes: recruitment, procurement, development, evaluation, fiscal monitoring, contract compliance and complaint investigations. Conducts investigations of allegations and resolves them on behalf of management. This position is required to utilize decision-making skills to complete duties. This position is a participant in the Request for Proposal process, contract negotiations and contract renewals. This position oversees secure treatment facilities that house sex offenders that have been civilly committed. This position develops program related policies. This position formulates and implements management policies. Works under minimal supervision with latitude for the use of initiative and independent judgement. Requires on-call availability 24 hours a day, 7 days a week.

The Executive Assistant is selected by and responsible to the Executive Director. The Executive Assistant performs highly advanced, professional assistance work in support of the Executive Director and other executives. The work involves high level, responsible administrative support as it relates to the agency's administrative, legislative, legal, planning, staffing, budgetary and fiscal activities. In addition, this position is the primary executive support staff for the strategic plan and legislative and presentation documents. Work may involve assisting agency executives in the development and implementation of the agency's strategic plan, appropriation requests, operating budgets, performance reports, legislative matters, statistical reports, and with internal and external communication programs. The Executive Assistant acts as point of contact for the Executive Director. The Executive Assistant has frequent contact with the public, legislative staff, governor appointees, TCCO employees, and Board members. Work is performed under minimal supervision with extensive latitude for the use of initiative and independent judgment.
